Clane Community Council is a voluntary organization, elected by the people of Clane, providing a forum to raise and deal with any issues of possible importance to the community of Clane.

Formed on May 16th 1973, Clane Community Council organizes Clane Tidy Towns, Clane and Rathcoffey Community Games and owns and manages several key amenities in Clane on behalf of the community. These include the landmark Clane Abbey, Clane Friary and Abbey Cemetery, Clane Stream Park (site of the new Playground) and the Clane Liffeyside Nature Park (a haven for native wildlife). Clane Community Council also publishes Le Chéile, Clane’s community magazine.

Clane Community Council is affiliated with Muintir na Tíre.

Observations

Option A - The Red Route

Clane Community Council submit that:

  • “Social impact and potential disruption during construction” is Very High for this option near Clane, not Low-Moderate as suggested
  • This route option would generate significant tailbacks throughout construction on two major access roads for Clane. Please note residents of Clane have already endured the digging up of R407 Naas | Clane and many local roads for Irish Water pipe-laying over the last ~18 months.  
  • R407 Naas | Clane and R407 Clane | Kilcock are key road segments for national logistics traffic. National distribution centres for various retailers (LIDL, ALDI, Supervalu/Musgraves, Penneys etc) in Kilcock and Naas/Newbridge use R407 through Clane to get onto the M4 / M6 / M7 / M8 / M9 national corridors as appropriate. Significant impact to HGV traffic.

Option B - The Green Route

Clane Community Council submit:

  • This is by far the preferred road-based route for the community of Clane and environs.
  • This route does not directly disrupt the main commuter/traffic routes for residents of Clane.
  • This route would redirect some commute traffic onto already congested Clane village during construction.

Option C - The Orange Option

Clane Community Council submit:

  • This is by far the preferred route for the community of Clane and environs.
  • It appears to minimise traffic disruption to main commuter/traffic movements in the central region of the project
  • In cross-country sections it is imporatant that biodiversity - in particular old-growth biodiversity and any sites with ground-nesting birds (especially waders such as Curlew and Lapwing) - should be protected where possible
  • The suggested rating of “Social impact and potential disruption during construction” as Moderate-High is not justifiable given that the route is mostly over agricultural land. A rating of low-moderate is much more appropriate.

Option D - The Blue Option

Clane Community Council submit:

  • “Social impact and potential disruption during construction” is Very High for this option near Clane, not Low-moderate as suggested
  • This route option would generate the most significant tailbacks throughout construction on the most significant access roads for Clane. Residents of Clane have already endured the digging up of R407 Naas | Clane and numerous local roads for Irish Water pipe-laying over the last ~18 months. Repeating this as well as long-term disruption of the road from Clane through Barberstown to Maynooth would be completely unacceptable.
  • R406 Maynooth | Barberstown and R403 Barberstown Clane is a key commuter route for traffic between Midlands/Offaly/West Kildare/Clane and Dublin. For example, in recent years commuter traffic has regularly backed up from Maynooth all the way to Barberstown Roundabout waiting to get into Maynooth and onto the M4 to Dublin. Thus, this Blue option would present enormous traffic tailbacks for the entire construction period.
  • There are planning applications for 366 houses approved for a site just north east of Clane and for 333 houses just east of Clane in the region indicated for crossing the Liffey. There will be significant additional traffic congestion beyond current traffic levels should these estates be constructed before the Kildare-Meath Grid upgrade project.
  • There is a strategic reservation for a river crossing to the east of Clane so any underground construction should be cognisant of potential for outer bypass of Clane and bridge over the Liffey.
  • In cross-country sections it is important that biodiversity - in particular old-growth biodiversity and sites with ground nesting birds (especially waders such as Curlew and Lapwing) - should be protected where possible. There are fields with breeding Lapwing along the Blue route between Clane and Maynooth.

About the Underground Cable

Are there health implications of people stuck in traffic above an under-road powerline? On the Blue Route in particular there is potential for people to be stuck in traffic from Barberstown roundabout to Maynooth. In recent years it could take 30 minutes or more to get to the mortorway on this stretch alone...every morning. Are there health implications for commuters with pacemakers, hearing aids etc stuck in traffic above these power lines?

The Study Area and Route Options

The routing principles might be appropriate for underground powerlines in other parts of the country, but they appear inappropriate for a routing spanning the immediate commuter belt around Dublin.

  • Why attempt to "Maximise" the use of national, regional and local roads in a commuter belt?
  • Why attempt to avoid going off-road ... and through agricultural land...where possible?
  • It could be argued that intensive agricultural land is in fact the most biodiversity poor habitat in the country and thus is best suited to temporary inconvenience of the construction phase of the project. Any impact is financial and short term, whereas construction through less-intensive agricultural land would have the added impact of destroying whatever biodiversity it holds.
