We note that within the NDP only select milestones, such as capital approval, are currently tracked. However, target dates for other critical milestones, including project approval and energisation, are not provided. We recommend that all key project milestones be assigned indicative target dates from the outset. This would greatly assist developers in our efforts to effectively coordinate and plan our own projects effectively.

As explained in our response to Question 3, we would prefer for the information on projects to be contained in the TDP rather than the NDP. The TDP allows developers to access more detail, which is what allows us to understand the progress of projects. This understanding could be hampered by only including this information in the NDP.

In summary, we support the inclusion of technical and demand information directly in the TDP, rather than requiring users to consult multiple separate reports. We have outlined our key suggestions below.

Technical improvements

The TDP could also benefit from including technical data such as Dynamic Line Ratings (DLR), temporary circuit overload capabilities, impedance values, and transformer specifications. This information is vital for accurate network modelling and planning, particularly for developers seeking to assess the feasibility and timing of their projects. Mentioned that demand forecasts and growth projections should be included in the plan, as they are necessary for network modelling and planning.

Timelines

EirGrid should ensure that there is a coordinated approach towards offshore development - emphasising the importance of aligning the TDP with the ENTSO-E (European Network Development Plan) and ensuring closer coordination between system operators, especially as offshore development progresses.

This is essential to understand their network build plans and how offshore generation potential can be integrated into the Irish energy system. To ensure SSE and other developers have a clear understanding of onshore requirements (particularly where these are impacted by offshore developments) it would be beneficial for EirGrid to now begin considering and detailing offshore developments in the TDP.

Heat Maps

As stated under Question 2, we note that heat maps are already used for Distribution, but not yet for Transmission. Our proposal is an inclusion of heat maps for the Transmission network, which would show the impact of project delivery (with energisation dates). This would help us visualise how regions are reinforced and how constraint levels reduce over time - illustrating the current state as well as projections for five and ten years into the future. Our suggestion would be for these maps to be updated yearly (or at a minimum of every five years) reflecting the evolving network as projects are delivered.

Community Engagement

We support the proposal for more regional detail and recommend tailored consultations in areas where major reinforcements are planned. We would emphasise the importance of early community engagement in rural areas, particularly given past concerns about the adequacy of early engagement.

As a semi-state entity, we would support EirGrid working more closely with SB Networks and Gas Networks Ireland to determine best practice in community engagement. This type of engagement can help to address local concerns and progress projects to the benefit of all energy users.  

Clear Feedback Loop

If there were clear demonstration of how feedback influences project development, this could further improve trust between EirGrid and developers. This could involve publishing summaries of key themes from consultations, showing how specific concerns or suggestions have been incorporated into project decisions, and explaining the rationale when feedback is not adopted. Doing so would significantly enhance transparency. In reference to the above community engagement element, this would also aid in reassuring communities that their voices are genuinely heard and valued in the planning process, again building public trust.
