Dear customers and stakeholders,

 

As part of the ongoing work to develop Future Arrangements for System Services, the TSOs have developed proposals for Non-reserve Services. These proposals reflect the direction set out in High-Level Design by the SEM Committee (SEM-22-012), and are informed by extensive engagement with the Regulatory Authorities and an independent economic analysis undertaken by our external partner, DotEcon.

 

The TSOs are today publishing the Non-reserves Consultation Paper on the EirGrid and SONI websites. This paper presents the TSOs’ evaluation of Non-reserve Services’ product design, locational methodology and volume forecasting methodology, and outlines proposals for procurement arrangements.

 

The consultation period is now open, and the TSOs welcome responses from interested parties to the questions posed. The feedback received to this consultation will inform the TSOs’ final recommendations for the design and procurement of Non-reserve Services, which we aim to submit to the SEM Committee for decision in September of this year. The economic analysis conducted by our partner DotEcon has been published on the SONI and EirGrid websites alongside our paper.

 

Responses to the consultation questions should be submitted through either the  SONI or EirGrid  consultation portal by 22 May 2026.
